Mission

The mission of the Internal Affairs Office is to assist the Sheriff's Administration in maintaining the public trust by conducting administrative investigations of complaints received on employees of the Montgomery County Sheriff's Office for infractions of departmental policy and or procedural violations.

GUIDELINES

  • The Internal Affairs Office (IAD) does not investigate citizen complaints concerning traffic violations or criminal charges when a person's guilt or innocence is the issue in question. 
  • IAD does not investigate unsigned complaints, third party complaints or complaints of improper actions (administrative or criminal) of employees of other law enforcement agencies.
  • IAD may conduct a preliminary review of anonymous and third-party complaints, but will only pursue an investigation if there is evidence to validate the allegation of the Sheriff's Office employee.
  • It is recommended that you attempt to resolve your complaint by contacting the accused employee's immediate supervisor as soon as possible following the event.


Employee Complaint Affidavit


As stated in Government Code, Section 641.022, a peace officer (Sheriff's Office Employee) who is accused of misconduct and is subject to administrative discipline from such, the accused employee must receive a signed written complaint.  Anyone filing a complaint must understand the importance of submitting a complaint in writing with their signature affixed. Complaint affidavits are available and can be found below.  Make an appointment with a supervisor or IAD for the receipt and notarization of your complaint.

The decision to investigate a complaint and all case assignments are determined by the Chief Administrator of the Montgomery County Sheriff's Office.  Depending upon the nature of the allegation, the complaint can either be investigated by a Sheriff's Office supervisor or by Internal Affairs if assigned by the Chief Administrator.

The completed and signed affidavits may be sent to complaints@mctx.org
The submitted complain affidavit MUST be signed per the Government Code. Internal Affairs can assist in having the affidavit notarized. 


Options in Filing A Complaint against an employee

If an issue cannot be resolved by the employee's chain of command or if you elect to pursue a complaint, the complaint process may be initiated by telephone, letter or in person. 

Complaints can be filed with any on-duty employee (936) 760-5800 or during regular business hours with the Internal Affairs Office (an appointment is required).  To file a complaint in person, you may visit the Montgomery County Sheriff's Office Internal Affairs Office located at the James H. Keeshan Building on 301 North Thompson, Suite 205, Conroe, Texas 77301, Monday through Friday, 8 AM - 5 PM (excluding County Holidays). To make an appointment or to discuss a complaint over the phone with Internal Affairs, please call (936) 538-3516. If a phone call is placed after hours or when no one is available, a voice message and return phone number may be left and the call will be returned as soon as possible.
